Complaints About 4th Grade Math Curriculum
"New Math" Confusion: Parents often find the current math methods (Common Core-aligned) confusing and difficult to support at home without traditional reference materials. But Dr. Kevin L. Powell and Tutor Charlotte can teach the new concepts to your student safely online in your home.
Lack of Physical Textbooks: There is significant frustration over the shift from physical textbooks to digital resources like Chromebooks and YouTube videos, which parents feel makes it harder to sit down and help their children with source material. But Dr. Kevin L. Powell and Tutor Charlotte can teach get your student a physical textbook to read and student daily at the lowest cost.
Rigid Pacing: CMS enforces strict pacing guidelines that prioritize "covering" the curriculum over ensuring students actually "learn" it. This leaves students who miss or struggle with a specific unit (like fractions) unable to catch up as the lessons build on unlearned concepts. But Dr. Kevin L. Powell and Tutor Charlotte can re-teach the concepts test your student to help them catch up on missing concepts.
Inaccurate Assessments: Historical issues with digital testing platforms, including multiple-choice questions with no correct answers, have led to parental skepticism regarding the accuracy of math grades. But Dr. Kevin L. Powell and Tutor Charlotte will keep extremely accurate records of your students academic progress and you can get the record ANYTIME.
Complaints About the CMS System for 4th Graders
Achievement Gaps: 2024–2025 data shows a persistent divide; only 43% of 4th graders met math proficiency standards, a 6% drop from pre-pandemic levels. Parents are alarmed that the gap between high-performing and low-performing students is wider than ever. But Dr. Kevin L. Powell and Tutor Charlotte programs help low performing students grade up their skills immediately.
Classroom Management: Large class sizes—some reaching up to 40 students—often lead to one student's behavioral issues disrupting the entire lesson, leaving the remaining students to learn on their own. Overcrowding: Roughly four out of every ten CMS classrooms are considered overcrowded, which parents argue prevents the individual attention necessary for 4th-grade math mastery. But Dr. Kevin L. Powell and Tutor Charlotte can do 1 on 1 tutoring and give your student the individual attention they deserve for their learning issues.

In 2026, the Charlotte-Mecklenburg Schools (CMS) 4th Grade math curriculum is grounded in the North Carolina Standard Course of Study (NCSCOS). The district primarily uses EnVision Mathematics (from Savvas Learning Company) as its core instructional resource, supplemented by digital platforms like IXL and Illustrative Mathematics.
Core Standards and Focus Areas
The curriculum for 4th graders focuses on three critical advancements from earlier grades:
Multi-Digit Arithmetic: Students develop fluency with multi-digit multiplication (up to four digits by one digit, or two digits by two digits) and division involving multi-digit dividends and one-digit divisors. They are expected to use place value understanding and properties of operations rather than just memorized procedures.
Fractions and Decimals: A major focus is on fraction equivalence, adding/subtracting fractions with like denominators, and multiplying fractions by whole numbers. Students also learn to relate fractions to decimals (specifically tenths and hundredths).
Geometry and Measurement: Students classify 2D shapes based on properties like parallel/perpendicular lines and angle measures. They also solve problems involving area, perimeter, and unit conversions (e.g., kilometers to meters).
Instructional Timeline (Quarterly Scope)
The 2025–2026 CMS curriculum generally follows this pacing:
Quarter 1: Focuses on Place Value Concepts (up to 1,000,000) and Multi-Digit Addition and Subtraction using standard algorithms.
Quarter 2: Transitions into Multi-Digit Multiplication and introduces Fractions and Decimals, including comparison and place value patterns.
Quarter 3: Deepens Multi-Digit Division (interpreting remainders) and Measurement, including area, perimeter, and line plots with fractions.
Quarter 4: Concludes with Angles and Geometric Shapes, symmetry, and review for End-of-Grade (EOG) testing.
Mathematical Practices
Beyond specific topics, CMS students are expected to master eight Standards for Mathematical Practice, which emphasize how they should engage with the content:
Perseverance: Making sense of problems and not giving up.
Reasoning: Thinking abstractly and quantitatively about real-world contexts.
Argumentation: Constructing viable arguments and critiquing the reasoning of others.
Modeling: Using math to solve problems in everyday life.
Strategy: Choosing the right tools (e.g., protractors, digital calculators) for the task.
